Pilot run snapshot

A full, read-only mirror of one completed pilot run of the Flask review UI — the Phase 1 tile high-park-swansea-sw-se. Reviewer-facing pages are present (dashboard, run overview, review queue, per-candidate detail with Leaflet map, approved / skipped / ranges lists, audit log, per-tile map view, OSM extract). Interactive actions are visibly disabled; a banner explains why.
